Our Story
In 2008, a Tucson Police Department member's child was diagnosed with a terminal illness and employees began collecting donations to assist the family. They quickly realized that there had to be a better way to provide financial assistance to Department members in these situations. ​This was the beginning of Hearts of Gold. For the next 11 years, the program operated with the full support and under the umbrella of a larger non-profit organization. In 2019, Hearts of Gold created its own nonprofit entity to operate as a self-sustaining charitable organization. Since 2019, Hearts of Gold Police Family Outreach Foundation has added several more programs to enhance the good work for which it has become known.
Our Mission
The mission of the Hearts of Gold Police Family Outreach Foundation is to provide financial assistance through programs that uplift and support members of the Tucson Police Department and the greater Southern Arizona law enforcement community.
The Foundation is organized under the Arizona Nonprofit Corporation Act for charitable purposes, and the purposes of the Foundation are limited exclusively to exempt purposes within the meaning of Section 501(c)(3) of the Internal Revenue Code.

Participant Assistance Program
The Hearts of Gold Participant Assistance Program is the reason that we exist and our primary mission. This program provides financial assistance to Tucson Police Department participants who have suffered a catastrophic illness, injury or other event that has caused financial hardship. Since inception, Hearts of Gold has provided over $588,000 to Department members through this program.

Holiday Hearts
Every year during the holidays, Hearts of Gold accepts nominations for Department members and their families who may be struggling to make ends meet. Hearts of Gold then provides assistance in the form of food, gift cards, clothing, or any other items that are needed to help brighten their spirits and fulfill a need during the holiday season. This program is open to all Tucson Police Department members.

Scholarship
The Hearts of gold Scholarship Program exists to provide current Hearts of Gold Participants and their dependents with financial assistance for higher education. Applicants participate in a competitive selection process. They are selected through a standardized process based upon their submitted essay, financial need, awards, community service, volunteerism, GPA, and letters of recommendation.

Wellness Grant Program
The Hearts of Gold Wellness Grant Program is dedicated to improving the health, morale, and overall wellness for members of the Tucson Police Department. Grant applications are accepted year-round and reviewed quarterly.

Heartfelt Thanks Program
The Hearts of Gold Heartfelt Thanks Program is intended to show appreciation for all Hearts of Gold contributing participants through five quarterly gift card drawings.

Pantry Program
The Hearts of Gold Pantry Program is intended to provide assistance on a short-term basis to any Department member struggling to make ends meet for basic household items like food, formula, diapers, baby wipes, laundry detergent, and other basic necessities.

Hearts Desire Program
The Heart’s Desire Program is dedicated to granting desires for Hearts of Gold Participants who are suffering from a terminal Illness.

Memorial Assistance Program
Hearts of Gold believes that the Law Enforcement community is a family. We provide financial assistance to the families of all current Tucson police Department members who die while employed. We also provide financial support to the families of officers who die in the line of duty of ALL other Southern Arizona Law Enforcement Agencies.

The Hearts of Gold Foundation provides financial assistance to participants who have suffered a catastrophic event causing a financial hardship. Below are some examples of situations Hearts of Gold has helped with:
House or other structure fire
Cancer or other catastrophic medical diagnosis for participant or dependent/spouse
Costs associated with unexpected funeral expenses for a dependent or spouse
Excessive medical bills
Medical bills or rehabilitation bills associated with catastrophic injuries such as severe vehicle accidents, or other accidental injuries
Medical treatments and/or devices that may not be covered completely or partially by insurance -
Hearts of Gold operating procedures specifically exclude job loss or vagaries of the economy from assistance eligibility.

Yes. Department members must have been contributing a minimum of $5 per paycheck for 90 days before they are eligible to receive assistance.

Yes! Participants are eligible to receive assistance for themselves and any other dependent family member. This means anyone for whom the participant is financially responsible. This could be a spouse, significant other, child, parent, grandparent, or any other person living with the participant.

Yes! All Department members are eligible to participate including professional staff.

Hearts of Gold understands that when someone experiences a catastrophic event, they may not have the time or energy to fill out the application. Participants may receive assistance with filling out the application, however, all applications must be signed by the participant making the request.

No! If you have a qualifying catastrophic event causing financial hardship, you can submit the bills with the application. If approved, we can either pay the bill directly, or give you the assistance to pay the bill. All we require is a receipt showing payment was made.
